Vehicle manufacturers are required to
submit reports concerning emissions-related defects or voluntary
recalls. The defect reports contain data regarding the types of
vehicles or engines, the number and types of defects, and the
effects on emissions and performance. The recall reports must
contain information about the recall and progress of the recall.
The Agency uses these reports to monitor compliance by the
manufacturers.

1320.8(b)(3).
