10/7/99, and 10/8/99. Consistent with the 10/8/ memo, ED will
submit an addendum to this package within 6 months time that
updates OMB on ED's initiative to study discipline issues comparing
disabled and non-disabled students. Also, all future case studies
conducted by ED will continue to maximize the variation of
characteristics of the sites to be studied, including varying
levels of the historical effectiveness of sites.

The purpose of this study is to
increase understanding of how local education agencies plan,
implement, and evaluate their ATOD and violence prevention efforts,
especially efforts funded under the Safe and Drug-Free Schools and
Communities Act. This study also will assess the implementation of
the Principles of Effectiveness and document obstacles or barriers
to implementation of the principles.
