Approval is not
granted at this time so that ED can continue to investigate ways to
implement the data collection aspect of this regulation in the
least burdensome manner. To this end, ED should resubmit this
package, with any appropriate changes, when submitting the final
version of this proposed rule.

The Federal Family Education Loan
Program regulations implement the Higher Education Amendments of
1998 in several areas of the program's administration. The
regulations assures the Secretary that the integrity of the program
is protected from fraud and other misuse of program funds.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
