time BLS will continue to participate in the NCS/ MEPS-IC
interdepartmental committee and incorporate any changes to the NCS
arising from recommendations of that committee. In its next
submission, BLS will speicfically discuss any such changes as well
as any effect on response rates from including more firms with
benefit plans in the sample. Within one year, BLS shall report to
OMB on research on whether to include child care resource and
referral plans in the question on p. 67 and its decision on whether
to make this change.

The National Compensation Survey
integrates three BLS programs: The Occupational Compensation Survey
Program (OCSP), the Employment Cost Index (ECI), and the Employee
Benefits Survey (EBS). Data are collected from both the private
non-farm economy and State and local governments. Data produced
from this survey are critical in determining pay increases for
Federal workers; in determining monetary policy; and for abuse by
compensation administrators and researchers in the private
sector.
On behalf of this Federal agency, I certify that
