ICR 2070-0152 is disapproved as inconsistent with the Paperwork Reduction Act of 1995 (PRA) as codified at 5 CFR 1320. This ICR seeks generic clearance for potential collections of program evaluation data. The Agency is required by the PRA to solicit comment from the public prior to any collection of information in order to evaluate the practical utility and burden of the collection, and to determine whether the collection of information is necessary for the proper performance of the Agency's functions. However, this ICR does not describe its information collection plan sufficiently to allow evaluation of practical utility, burden, and necessity in the following ways: 1) This ICR does not specify the information to be collected or the methods used for collecting information, 2) This ICR does not clearly identify the respondent groups with specificity necessary to provide adequate notice and opportunity to comment. The generality of the Agency's description of the proposed collection is such that it would be difficult for a member of the public to provide meaningful comment on it. OMB encourages EPA to submit separate ICRs for individual or closely-related collections of information pursuant to normal PRA notice and comment procedures.

EPA will conduct surveys of various industries to ascertain workplace practices and technologies related to pollution and workplace safety. They surveys will also ascertain the impact of EPA-developed technical information on pollution prevention.
