it must consult with representatives of those from whom information
is to be obtained or those who must compile records -- even if the
activity is the same as in prior periods. The Agency must ask these
representatives about the need to revise burden estimates based on
the representatives' experience complying with the ongoing
recordkeeping and reporting requirements. The Agency must inquire
specifically about the availability of data, the frequency of
collection, the clarity of instructions, and recordkeeping,
disclosure, or reporting format (if any), and the data elements to
be recorded, disclosed, or reported. When EPA resubmits this ICR
for renewal, it must list the names, phone numbers, and

The Agency has decided to add
hazardous waste lamps to the existing universal waste regulations
at 40 CFR part 273. The final hazardous waste lamps rule requires
generators of these lamps to follow procedures for maintaining the
condition of lamps (e.g., proper packaging), storing lamps (e.g.,
accumulation time limits, labeling), notifying EPA as specified,
and responding to releases. The attached ICR is a comprehensive
description of the information collection requirements for handlers
of hazardous waste lamps under the universal waste
requirements.
