To collect data on the legal foundation for FCC policies to promote competition and opportunities for small, minority, and women-owned businesses. The FCC is conducting three studies evaluating the sales and transfer of FCC wireless licenses, the sales and transfer of FCC broadcast licenses, and the impact of duopoly and multiple ownership rules and FCC policy. To gather this data, the FCC proposes to administer one consolidated survey to minority broadcast licensees and randomly selected wireless and non-minority broadcast licensees.
