Fish dealers in the Southeast Region
of the U.S. who purchase red snapper have been required to report
these purchases to port agents when requested. This action proposes
that dealers will now be required to mail or fax a written report
to NOAA within 2 days of the end of each 7-day reporting period.
The objective is to reduce misreporting and to make the dealer
attest to the accuracy of the data submitted.

1320.8(b)(3).
