amended by and consistent with ED's memos to OMB of 4/14/99,
4/15/99, 4/16/99, 4/19/99, 4/21/99, 4/28/99, and 4/30/99. In
addition, consistent with the 4/30/99 memo, ED will make every
effort to ensure that future evaluations and/or studies of
professional development assess whether there is a direct empirical
link between Federally funded professional development activities
and student achievement. Further, due to the methodology chosen for
this current study, ED will not make any findings in published
reports with respect to the link between Eisenhower activities and
student achievement. OMB does not approve any of the proposed
activities listed in the 4/30/99 memo that would require additional
funds. ED will provide to OMB for comment a draft version of any
report generated from this study that is being submitted to the
Congress.

The Planning and Evaluation Service is
conducting a 3-year study to evaluate the Eisenhower Professional
Development Program and to report on the progress of the program
with respect to a set of performance indicators established by the
Department of Education. The evaluation will provide information on
the types of professional development activities supported by the
program, the effects of the program participation on classroom
teaching, and the quality of program planning and coordination.
