Collection is cleared per changes in revised "OMB Clearance
Package" and "Responses to OMB Questions" documents and per changes
to participant agreement forms, per fax of 5/7/99. OMB notes that
the sample of unsubsidized families in the in-depth study may be
biased as they are selected from a population of families known by
the subsidized families sample. The potential bias of the
unsubsidized family sample must be noted in any discussion of the
sample made in published reports.

The 5-year study will examine the
impact of Federal and State welfare and child care policies on
local communities, child care providers, and low-income families. A
sample of low-income families that use family child care will be
tracked over a 2-1/2-year period.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
