Terms of Clearance: OMB approves this survey on the following conditions: (1) the focus group results are used only to identify issues and provide anecdotal information for purposes of follow-up quantitative research that may be conducted to help design possible public education efforts; (2) the target response rate for any non- response bias follow-up study be 80 percent to allow the agency to achieve generalizable survey results; and (3) the focus group screener indicate that the research is being conducted on behalf of a group of federal agencies.
