Abstract: States and communities must have a FEMA-approved flood mitigation plan before FEMA will award project grant assistance to a community or State applicant. The planning requirement is to encourage communities and States to evaluate the flood hazards in their jurisdiction and devise a feasible strategy to reduce the impacts of the hazard.
