In CC Docket Nos. 97-21 and 96-45, the
Commission instructs NECA to create an independent subsidiary to
administer temporarily portions of the universal service support
mechanisms. It also instructs NECA to create two unaffiliated
corporations to administer portions of the schools and libraries
and rural health care programs. The Order instructs industry and
non-industry groups to submit nominees to represent them on the
independent subsidiary's Board of Directors. The Order establishes
procedures for appealing USAC decisions to the Commission.
