Marine casualty information is
necessary for informing Coast Guard of commercial vessel casualties
as mandated by Congress. Chemical testing information is necessary
to improve Coast Guard detection/reduction of drug use. Specific
reporting requirements must be sent to Coast Guard to evaluate
program effectiveness.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies

1320.8(b)(3).
