and 2/2/99. In addition, and consistent with the 2/2/99 memo, ED
agrees to consult with OMB on the development of the methodology
for the next stage of the evaluation which is to be more focused on
outcomes. OMB notes its concern that this initial evaluation was
structured such that there is no baseline and/or comparison group
of data with which to measure differences between outcomes for
students served by Star Schools and students not served by Star
Schools. ED agrees to consider utilizing a baseline or comparison
group in measuring outcomes in the upcoming study. In addition, OMB
commends ED for allowing web-based responses for most respondents
in this survey.

The Star Schools program has the
purpose of encouraging improvement in instruction in mathematics,
science, and foreign languages, as well as other subjects through
modern telecommunications technology. The purpose of the evaluation
is to independently examine the implementation and administration
of the program as a whole and of individual projects, as well as
the program's outcomes and impact on schools, teachers, and
students. Clearance is requested for two data collection efforts:
(1) A site teacher survey of 500 respondents and (2) a production
teacher survey of 35 respondents.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
