The Federal Oil and Gas Royalty
Management Act of 1982 (FOGRMA), 30 U.S.C. 1701 et seq., states in
section 101(a) that the Secretary "...shall establish a
comprehensive inspection, collection, and fiscal and production
accounting and auditing system...." In order to accomplish these
tasks, Indian lessors need a procedure for requesting the Secretary
to issue orders for payments or reports. MMS has developed a
proposed rule at 30 CFR part 242, subpart C, to establish
procedures for requesting orders. The information collected from
Indian lessors will be used to meet the requirements of
FOGRMA.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
