The Export Administration Regulations
(EAR) require special provisions relating to exports, reexports,
and certain intra- country transfers of high performance computers
(HPCs). These provisions are established in recognition of the
strategic significance of these high performance computers, in
particular their potential to make substantial contributions to
activities of national security and weapons proliferation concerns.
The licensing requirements for HPCs described in this section vary
according to the country of destination. This section defines a
