NTIA is to be
congratulated on creating this electronic grant reporting system.
OMB recommends that it include a section reminding applicants of
their responsibility to be truthful in their answers (same reminder
that is used on paper forms). NTIA may also want to include links
to electronic versions of the forms referenced. NTIA has permission
to allow existing grantees to use the system to submit reports --
provided a correction worksheet is submitted within 6 months of
first use documenting projected burden. NTIA should work to
minimize the amount of data entry required by applicants that must
also submit much of the same information when applying for grants.
NTIA should examine allowing those lacking internet access to use
an floppy disk based version of the form. Finally, there is no cost
burden associated with this collection -- OMB deleted costs.

On-line collection system designed to
obtain information about grant recipients' progress in (1)
implementing project-related activities, (2) overcoming obstacles,
and (3) attaining project goals. Data will be used to monitor
project activities, identify projects in need of technical
assistance, and disseminate information about potentially promising
practices.
