should move expeditiously to adopt electronic filing. The FCC
should document that the FCC 705 and 706 are no longer used for MDS
applications. Finally, the FCC should proofread this form before

The Commission has developed a new
FCC-306 application which streamlines the application process for
transfer of control of a MDS authorization. This new form will
replace the FCC-704 for facilities governed by 47 CFR part 21. The
new FCC-306 will collect the information required to evaluate a
proposed transferee's qualifications to become a Commission MDS
licensee. The data is used by FCC staff to determine if the
applicant is qualified to become a Commission licensee or permittee
and to carry out the statutory provisions of section 310(d) of the
Communications Act of 1934, as amended.
