consistent with ED's memo to OMB of 10/27/98. and 11/9/98. In
addition, the following terms of clearance apply: 1) In light of
OMB's concern that the performance report as currently drafted is
not focused enough on post-program outcomes, OMB approves the
report for 1 year. In the interim, ED will attempt to revise the
report consistent with the remaining terms. 2) The revision of the
704 report will involve the following: (a) a careful consideration
of the suggested improvements outlined in the RTI Report *Analysis
of Federally Supported Independent Living Programs* and other
suggestions elements received through public comments, (b) the
inclusion of elements that capture post-program outcomes (e.g.,
education, employment, health care), (c) a streamlining of the
report to decrease the amount of process-related data received by
ED consistent with what is minimally required under Chapter 1 of
Title VII. (ED should maintain only those elements that have
practical utility in assessing performance so that an inclusion of
outcome developing a software package that can be used by data does
not increase overall burden on respondents.) 3) ED will work
towards developing a software package that can be used by
respondents in filling out the form that will ensure unif uniform
reporting and reduce burden. 4) ED will update OMB on these terms
within 6 months of this approval. 5) OMB notes that the burden was
adjusted from 13,000 to 12,350 to reflect ED's agreement to
eliminate data elements consistent with ED's 11/9 memo.

Section 752(i)(2)(A) of the
Rehabilitation Act Amendments of 1992 require each grantee under
this program to submit an annual report to the Commissioner of the
Rehabilitation Services Administration (RSA) on essential
demographic, service, and outcome information. The information
collected by RSA will be used to evaluate the program, including
the new GPRA requirements, and make recommendations to Congress. It
provides RSA with a uniform and efficient method of monitoring the
program for compliance with statutory and regulatory requirements
and to determine substantial progress.
