This collection
is approved on the condition that OCSE revise the certification
form to include an OMB number and the burden statement as required
under the Paperwork Reduction Act of 1995. In addition, this
collection has been in existence without an OMB number and is
therefore a violation of the Paperwork Reduction Act. OCSE should
take steps to ensure that all collections conducted by the program
obtain the necessary clearances under the Act.

A voluntary program that provides
States' Child Support Enforcement Agencies, upon their request,
access to all of the earned and unearned income information
reported to IRS by employers and financial institutions. The IRS
1099 information is used to locate noncustodial parents and to
verify income and employment, which has proven essential to
accurately establishing and enforcing child support
obligations.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
