Approved as
amended by and consistent with ED's memo and revisions to OMB of
10/16/98. In addition the following terms of clearance apply: 1)
OMB notes that the case studies of Center services to state and
local sites is covered under the Paperwork Reduction Act and this
action acts as an approval of those case studies consistent with
the remaining terms of clearance. 2) ED will revise their method
for selecting both SEA and LEA case studies so that there is
increased variation in the perceived effectiveness of the sites.
Thus, in asking for nominations, ED would ask not only for
particularly effective sites, but more typical and less effective
sites as well. By looking at sites of varying effectivess, ED will
be able to better gauge what works and what does not work within
these sites. 3) Prior to implementing the case study protocols in
the field, ED will submit the protocols for OMB review as an
addendum to the current package.

This evaluation will describe the work
of the Comprehensive Centers, identify particularly promising
strategies, and assess the availability, quality, and effectiveness
of the Centers' services. Recipients and non-recipients of Center
services will be surveyed, and Center staff, staff of partner
organizations, and ED staff will be interviewed.
