This is a survey of all single State
authorities and other designated entities that receive Substance
Abuse Prevention and Treatment Block Grant awards concerning the
availability of HIV/AIDS services and their efforts to provide
comprehensive substance abuse treatment to HIV + and individuals at
high risk of contracting HIV. All funding recipients having an AIDS
case rate equal to or greater than 10/10,000 population and are
thus required to expend 2-5% of their award on HIV early
intervention services projects will be asked about their ability to
monitor the set-aside expenditure, to collect meaningful data
about....
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies

1320.8(b)(3).
