The MMS seeks through 3 pilot programs
to evaluate the feasibility and cost-effectiveness of taking its
oil and gas royalties as an "in-kind" share of production (RIK)
rather than as a share of the value recognized from sale by the
lessee. About 3,700 barrels of oil per day from Federal lands in
Wyoming will be offered to the public for purchase by competitive
bids through the Invitation for Bids (IFB) that begins Phase 1 of
the oil RIK pilot in Wyoming.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
