This collection
is approved on an emergency basis for 60 days, during which time
the Department should resubmit a package for regular approval
which: (1) answers the questions in the Justification Statement
that are asked in the post-PRA 1995 instruction form; (2) provides
supporting documents (e.g. regulatory text, statutory language; (3)
carefully calculates an annual burden estimate per respondent and
show how this estimate was arrived at, this can be done by simply
averaging the last three years' worth of applications or accounting
for known or anticipated increases/decreases in volume because of
some industry trend -- make the best "guesstimate" and show how it
was made, the present submission would not be satisfactory for a
regular approval.
