Agency, SSA will reword Q-9 to read: "Were Social Security
retirement benefits designed to provide enough money for retired
people to live on."

SSA has contracted with the Gallup
Organizations to conduct a survey to gather baseline data on the
public's current level of knowledge of the social security
programs. The information will enable SSA to establish a clear,
quantitative baseline measure of public understanding of SSA
programs against which the outcomes of SSA performance improvement
efforts can be assessed. The respondents are randomly selected
American adults.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
