This collection
is approved on the following conditions: CDC must take additional
steps to ensure an adequate overall response rate for the YRBS. The
previous years' effective response rates are insufficiently low to
ensure a representative sample. CDC should focus in particular on
increasing the school-level participation. Approval of this
collection for the future is contingent upon significantly improved
response rates. CDC shall report to OMB the response rate obtained
from the 1999 YRBS as soon as it is available. If response rates
have not improved, CDC will need to rethink the school-based
approach and redesign the survey in a way to ensure sufficient
response rates. In addition, CDC shall revise the questions on race
and ethnicity to be in full conformance with the new OMB standards.
Government surveys are being revised to use the two question
format, including other surveys of students. CDC shall take
necessary steps to bridge the gap between the old and new versions.
OMB is willing to assist in this regard.

health risk behavior.
