This ICR
modifies collection and recordkeeping activities that were formerly
approved under OMB 2070-0112. In addition, this ICR covers those
changes in information requirements reflected in 40 CFR Part 761.
Before resubmission of this ICR, the Agency will re-evaluate burden
to reflect respondent experience under the new requirements. Also,
the the Agency will incorporate information collection activities
covered by this ICR with other existing ICRs as appropriate, to
eliminate the double counting of burden hours.

Section 6(e) of TSCA directs to EPA to
regulate marking, disposal manufacture, processing, distribution in
commerce, & use of PCBs. The final rule amends the requirements
at 40 CFR 761 by providing more flexibility in selecting PCB
disposal options, provides less burdensome mechanisms for obtaining
EPA approvals, clarifies/ modifies regulations where ambiguity
exists, and addresses outstanding issues associated with the 1989
PCB Notification and Manifesting rule. This ICR will eventually be
incorporated with several existing ICRs, but the burden was not
allocated so this ICR double counts existing PCB burdens.
