addition, ED agrees to the following conditions: 1) This
application will be accessible on the web by the end of FY 1998; 2)
ED will continue its efforts to provide respondents with the option
to transmit this application electronically; 3) ED will use the
newly approved version of the AFEA (approved 6/19/98) and therefore
will not require respondents to report on Congressional Districts;
4) Due to ED adding the social security number to this form, ED
will, within 6 weeks of this approval, begin the procedure for
modifying the current system of records through a RONS notice; 5)
ED agrees to update the forms to include Privacy Act statements
that specify how the social security number will be used by
ED.

This application allows individual
graduate students and faculty members to compete for Fulbright-Hays
fellowships and enables the Department of Education to make awards
to U.S. institutions of higher education to develop and improve
modern foreign language and area studies training
programs.
