resubmission, the Agency will re-evaluate the number of respondents
to reflect experience with TSCA 406 and also the effect of TSCA 403
standards on the number of respondent firms. The Agency will take
particular care to accurately reflect the burden imposed both to
brochure recipients and to brochure delivery personnel.

The final rule will require renovators
of target housing to provide EPA's lead hazard information pamphlet
to owners and occupants before beginning renovations for
compensation. This rule will also require that renovators reveal
the nature and extent of renovations in common areas of multifamily
housing to occupants prior to beginning renovations for
compensation. The rule was mandated by Congress under section
406(b) of the Toxic Substances Control Act (TSCA).
