Also, ED agrees the following: 1) ED will continue to investigate
the feasibility of linking existing studies with the proposed study
in order to analyze differences in student outcomes between FWS
recipients, students who work on their own, and students who don't
work; 2) ED will in the future attempt to ensure that all
pretesting on survey instruments are completed prior to beginning
the clearance process under the PRA; 3) In order to better
understand what institutions know about FWS job placement for their
students and whether those placements can be linked to students'
academic interests and career goals, ED will re-insert question 4.9
and 4.10 into the survey instrument; 4) OMB notes that this study
collects data similar to data collected on the FISAP. ED indicates
in the 4/8 memo to OMB that they cannot rely on the existing FISAP
data to supplement the present study because the FISAP data is
outdated. In light of the existence of valuable information on
campus based programs in the FISAP and in the interest of avoiding
duplicative reporting, ED will in future collections dealing with
campus based programs, make greater efforts to coordinate the
timing of the implementation of information collection efforts with
the availability of timel and relevant FISAP data; 5) Consistent
with the 4/20/98 memo, in the three-stage sampling design for the
student survey, ED will use a PPS sampling technique in the second
stage of the sample (e.g., in selecting a subset of the
institutions used in the present survey). OMB notes that ED's use
of only those responding institutions in order to select a student
sample is justified by ED's study methodology which includes
analytical links between the institutional survey and the student
survey.

This study will describe the operation
of the Federal Work-Study program at postsecondary education
institutions nationwide. This survey will provide, for the first
time, nationally representative data on the workings of this
program. Results will be used by Congress during the
reauthorizations of the Higher Education Act and for other
oversight responsibilities.
