revised burden calculation submitted 3/20/98. In addition, ED
agrees that in any updates or letters sent to respondents, ED will
continue to inform respondents of the different and most recent
electronic submission options as well as technical assistance
opportunities offered by ED. OMB notes that the revised burden
calculation is due to the removal of cognitive testing from the
burden total. ED has agreed that the data from this study are not
generalizable to the Title I population.

The LESCP is being conducted in
response to the legislative requirement in Public Law 103-382,
section 1501, to assess the implementaion of title I and related
education reforms. The information will be used to examine
changes--over a 3-year period --that are occurring in schools and
classrooms. Teacher and teacher aides will complete a mail survey,
and district title I administrators, principals, school-based
staff, and parents will be interviewed during on-site field
work.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
