3/11/98, 3/20/98, and 3/24/98. In addition, consistent with ED's
discussion in the 3/20/98 memo, ED will qualify any conclusions
regarding analysis of comparisons of subgroups of secondary schools
(e.g., high- and low- poverty schools) as "exploratory" rather than
"conclusive." Further, based on the information ED provided in
response #2 of the 3/11/98 memo, ED will begin to investigate,
department-wide, opportunities for burden reduction that can be
achieved by maximizing the use of existing state-published data
available on the internet. At minimum, ED will consider the
practicality of incorporating such data into the Education
Information Collection System (EDICS). Through the Data
Coordination Committee ED will update OMB on these efforts
periodically.

The study will examine targeting and
resource allocation in major Federal education programs, including
title I, title II, title IV, title VI, Goals 2000, and the
Technology Literacy Challenge Fund, as part of the national
assessment required under sections 1501(a) and 14701(b)(1)(B) of
the Elementary and Secondary Education Act. The study will provide
in-depth information and analysis about: (1) The extent to which
Federal education funds are used for strategies emphasized in the
authorizing legislation, 2) the extent to which funds are targeted
on the school districts and schools with the greatest....
