The Census Bureau will use the Census
2000 Dress Rehearsal to evaluate its overall marketing strategy for
Census 2000. In particular, we are looking to measure awareness of
the census and propensity to respond; provide insight into reasons
for mail response compliance; identify, among non-responders,
barriers to census response; measure awareness and recall of media
campaign; and evaluate the impact of the campaign on response
rates. With mail response rates continuing to decline, it is
critical for the Census Bureau to understand both positive and
negative variables impacting the public in regards to completing
and mailing back...
