The agency
failed to publish a Federal Register notice stating that OMB
approval was being sought, as required by 5 CFR 1320.10(a), so OMB
grants an emergency, 6-month approval instead of the requested
3-year approval. OMB approval is conditioned the agency's agreement
that (1) use of the survey results to develop policy reflects the
fact that they are not a statistically valid representation of the
population and (2) the agency add a PRA notice to the survey form.
This approval covers the version of the survey sent to OMB after
the intitial submission.

The Agency is considering policy
changes that may allow more than one credit union to serve the same
group of potential members. As part of the consideration, the
Agency is concerned with the potential impact. The proposed survey
will gather information to be used in the policy writing
process.
