amended by DOL's memo to OMB of 3/13/98. In addition, DOL agrees to
the following conditions: 1) Consistent with response #5 in the
3/13 memo, DOL will explore the the use of non-experimental methods
to examine the different impacts on workers by the type of training
institution attended; 2) Consistent with response #6 in the 3/13
memo, DOL will instruct the interviewer to provide the respondent
the option of working through the arithmetic (semester by semester)
in order to estimate a total on tuition and fees; 3) DOL will
remove any question in the survey that asks the respondent to
identify the specific name of an employer or the specific name of a
child care provider; 4) DOL will revise the question on race
ethnicity to reflect the two-question format prescribed by OMB in
the 10/30/97 Federal Register; 5) Prior to data analysis, but
subsequent to the implementation of the survey, DOL will report to
OMB on the extent to which individuals in the non-student treatment
and control subgroups are participating in training programs or
some other alternative schooling not covered by the MHEC data set.
At that time, DOL will submit to OMB for review and approval a
revised statistical methodology that indicates what DOL's strategy
for analyzing and reporting these data given the presence of
trainees and other types of "students" in the two non-student
subgroups.

The Lifelong Learning Demonstration
provided randomly selected adult workers in the Greater Baltimore
area with comprehensive information about post-secondary education
and training opportunities and streamlined referrals of interested
workers to participating educational institutions. The results of
this data collection will be used by both DOL and ED to evaluate
the demonstration, to inform future public information campaigns on
lifelong learning, and provide useful information for other ETA and
ED programs affecting the education and training of adults in the
U.S. work force.
