This collection
is approved under Emergency conditions, when it is resubmitted for
regular approval OMB expects a full public comment period and that
BXA will be responsive to concerns and suggestions for
improvements, particularly as they may relate to redundancy and
public utility of information. BXA must also estimate the numbers
of hours and respondents it expects for exporters' recordkeeping of
on-site visits for installation and servicing as discussed in #2 of
the Supporting Statement submitted with the emergency request. OMB
is concerned about the need for such a high frequency of reporting
-- post-shipment reports have to be submitted every 30 days. We
urge BXA to consider ways to reduce the frequency of reporting, and
to specifically solicit ideas from the public about ways to improve
on this. In addition, the entire collection must be resubmitted
when the proposed post-verification form is developed before it can
replace the written report. This is to ensure consistency of
information between the two formats.

This collection of information is
required as the result of the amending of the Export Administration
Regulations (15 CFR parts 730-799)(EAR) by revising the EAR
requirements for exports and reexports contained in sections
1211-1215 of the National Defense Authorization Act (NDAA) for
fiscal year 1998 (Pub.L. 105-85, 111 Stat. 1629), signed by the
President on November 18, 1997. There are two components of this
information collection authorization: Advance notification of all
exports and reexports of computers with CTPs between 2,000 and
7,000 MTOPS to Computer Tier Group 3 countries (using existing form
BXA-748P and electronic submission
