agrees to the following condition of clearance: ED will not ask
respondents for any information about consumers (e.g., "consumer
contact information") before they have submitted to OMB a strategy
for attaining informed consent from consumers to release such
information to ED and how ED will meet with appropriate procedures
under the Privacy Act and OMB has approved this strategy.
Consistent with ED's 2/6/98 memo, ED will submit such a strategy
before any data collection occurs.

Assistive technology (AT) devices and
services can increase opportunities for education, employment,
independence, and integration for persons with disabilities.
However, many of these individuals have not gained access to AT,
despite several Federal initiatives to address their AT needs. This
data collection will allow the Department of Education to assemble
information on the types of AT currently used by this Nation's
disabled and the funding sources for these devices and services, as
specified in the Technology-Related Assistance for Individuals with
Disabilities Act, as amended. Subjects will represent....
