consistent with ED's memos to OMB of 12/18/97, 12/30/97, and
1/08/98. In addition: 1) Any use of the data by ED, including but
not limited to any written reports on the results from this study,
will contain the following qualifications: a) the results of this
study are not generalizable to the universe of Even Start programs;
b) the methodology ED has chosen for selecting the sites to be
observed indicates that any statement made based on the results of
this study is true only for the 15 sites chosen; 2) OMB does not
believe that ED has maximized usefulness in selecting sites - - OMB
believes that the data would have been more useful if ED selected
sites without regard to outcomes, or selected both sites that have
demonstrated positive outcomes and those that have not demonstrated
positive outcomes, so that ED would have information suggesting
whether particular practices in fact led to positive outcomes; 3)
OMB further notes that the development of a case study component of
a program study should employ a more objective methodological
approach than ED has chosen here. Please see the long-standing
policy on this issue outlined in the 2/4/91 memo from OMB to ED,
which ED has followed in most studies reviewed by OMB since that
time; we expect that ED will continue to adhere to this approach;
4) ED will ensure that the 10-12 adult participants invited to
participate in each of the sites will be chosen through a random
methodology; 5) Because ED has not demonstrated that currently
available methods for encouraging participation in the study are
insufficient, ED will not provide participants with any monetary
incentive for their participation in the study. This term applies
to the $25 stipend and free "Phone Home" cards ED proposed to
offer, but not to the $500 stipend to the sites for supplies
related to the study.

This study will include 15 in-depth
case studies of local family literacy projects that have fully
implemented the Even Start program model and that have produced at
least 2 years of positive outcomes for participants. The case
studies will focus on how and why these projects have been
successful. The case studies will also examine how the projects
adjust to changes in client needs, their strategies for integrating
program services and activities, their use of evaluation results
for improving the quality of services, and their strategies for
building a solid base of support to sustain....
