consistent with the following terms: 1) OMB notes that in DOL's
submission of this paperwork (1205-0379), DOL did not comply with
the 6/26/97 terms of clearance. Specifically, DOL did not a)
develop a uniform survey of a representative sample of SDAs to
collect employer satisfaction and other monitoring data, and b)
submit a proposal for measuring the performance of educational
enrichment activities, pursuant to ETA's GPRA goal for the Summer
Jobs program; 2) DOL will develop and pilot test a methodology for
measuring the performance of educational enrichment activities for
the Summer Jobs program and pilot the approach in the Summer 1998
program; 3) By October 15, 1998, DOL will report on the results of
the pilot test, its plan for replication of the pilot project in
the Summer 1999 program, and the development of alternate baseline
data against which to measure GPRA performance of academic
enrichment activities. ETA's Annual Performance Plan submission
should address this alternate performance measure for the Summer
Jobs program; 4) DOL will update OMB on progress in meeting these
terms by June 30, 1998; 5) DOL shall submit the alternative
methodology described in term 1 and the uniform survey described in
term 3 for OMB review by January 99 so that both can be implemented
in the Summer 1999 program.

ETA has revised the data collection
process for reporting and monitoring information of the Summer
Youth Employment and Training Program (SYETP). The JASPR formerly
used to collect non-financial information annually has been merged
with the reporting form used to collect financial and participant
information for II-B program. The new form is entitled the JTPA
Summary Program Report (JSPR), which will be used to collect both
financial and non-financial information at three intervals
(beginning of the program--providing planning information,
mid-summer report, and end-of-the-summer report).
On behalf of this Federal agency, I certify that

1320.8(b)(3).
