Prior to
requesting a subsequent reinstatement of this informatio n
collection within the next three years, NIOSH will provide OMB with
an explanation of how the HHE program contributes to a coord inated
and nonoverlapping federal occupational safety and health program.
This explanation should reflect the roles of various OS HA
compliance assistance initiatives, the role of OSHA field offi ces
in providing safety and health evaluations and guidance upon
request and responding to complaints and concerns of employees an d
employers, the role of consultation programs, the role of healt h
departments and other medical and investigative personnel, and the
role of OSHA research efforts which identify significant risk s and
document the nature of exposures.

In accordance with it's mandates under
the 1970 OSHAct and the 1977 MSHAct, NIOSH conducts short-term
field investigations to identify potential chemical, biological, or
physical hazards in a given workplace upon the written request of
employers or authorized representatives of employees. Because of
the number of investigations conducted each year, the need for
rapid response by NIOSH to requests for assistance, and the varied
nature of these investigations, NIOSH needs approval for data
collection in these activities.
On behalf of this Federal agency, I certify that

1320.8(b)(3).
