little progress in adopting electronic filing for this information
and still relies on microfiche. FCC move to the Universal Licensing
system will use more electronic filing. The FCC should take steps
to eliminate the need to file microfiche responses should this
collection need to be extended beyond 2000.

Commercial mobile radio service
carriers file the FCC-489 form to notify the Commission that they
have commenced service to subscribers and/or added or made minor
modifications to their facilities. The reporting requirement is
necessary in order to ensure that the spectrum is effectively
utilized and to maintain an accurate data base of spectrum
