design and implement a pilot of this effort, particularly of the
Assisted Living Resident Interview which is very lengthy and may
necessitate streamlining to ensure adequate general and item
nonresponse; and 2) thoroughly respond to public comments submitted
by the National Center for Assisted Living and makes appropriate
amendments. ASPE must submit its written response, pilot plan, and
amended instruments to OMB for review and approval prior to
fielding this effort.

Assisted living facilities are a new
and rapidly expanding model of residential care. This study focuses
on the role of assisted living in the continuum of long-term care,
its potential for meeting the needs of a growing population of
elderly persons with disabilities, and the extent to which it can
serve as a substitute for more costly nursing home care.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
