collection is approved through 11-1998 as revised by the 11-18 FCS
memo and under the following conditions: As discussed with FCS, OMB
will allow the pre-test of the working poor and poor elderly
limited to those households with phones in light of the absence of
continued funding for the Office of Analysis and Evaluation.
However, OMB will not approve the planned main evaluation without a
sample of working poor and poor elderly without phones to identify
the "phone" related differences across the groups. In addition, FCS
will immediately change the race/ethnicity questions to reflect OMB
Directive 15.

This study will pretest data
collection instruments designed to provide systematic information
on the reasons the elderly and working poor participate in the Food
Stamp Program at lower-than-average rates.
On behalf of this Federal agency, I certify that
