The Minerals Management Service uses
the information to evaluate and approve or disapprove the adequacy
of equipment and/or procedures to be used during the conduct of
well-completion operations. This is necessary to prevent the
hazards inherent in well-completion operations and to increase the
margin of safety of personnel and the environment. Respondents are
outer continental shelf Federal oil and gas or sulphur
lessees.
On behalf of this Federal agency, I certify that
