receiving preauthorization to distribute surveys from each unit
commander since this may have negative implications upon respondent
privacy and response rate/biases; 2) for the public record, DoD
provides additional detail on its sampling methodology, e.g. what
will be the universe size from which 500 women are randomly
selected; and 3) DoD submits to OMB a comprehensive plan for: a)
achieving an 80% response rate and b) evaluating the
characteristics of general and item nonresponse bias. (OMB is
concerned that DoD projects only a 50% response rate.)

This survey will serve to collect
information about the scope of the problem of gynecologic
infections experienced by deployed active duty members of the Army
and Navy Reserves in austere environments. It will also demonstrate
the need for an alternative to current health care resources in
these environments. The information obtained will guide the
development of a self-care kit for women's use.
On behalf of this Federal agency, I certify that
