amended by ED memoranda of 8/20 and 8/22. ED shall give Even Start
programs with over 30 participating families the option to sample
families for Form E. Prior to distribution, ED shall provide OMB
with review copies of the Users Manual, any cover letters,
instructions (including the instructions regarding the sampling
option), and training manuals for this survey for OMB's approval.
In addition, for the 1999 ESPIRS clearance, ED shall incorporate
the Experimental Design study into the clearance process; the
Experimental Desidn study will be the vehicle for collection of
longitudinal information on Even Start families.

The Even Start Performance Information
Reporting System involves the refinement and maintenance of the
data collection system, collection and analysis of descriptive and
outcome data from all Even Start grantees, training of local Even
Start project directors in data collection and technical
assistance, and preparation of annual reports.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies

1320.8(b)(3).
