of the trend analysis it is now conducting, any data variability
analyses ED conducts prior to the next clearance, and any further
data trend studies ED may conduct prior to the next clearance with
OMB. ED will continue its progress in electronic collection by
continuing to improve and promote the use of its on-line survey
product and by using high-quality commercially available software
product(s) for the survey.

The public libraries survey has been
conducted annually since it first collected FY 1990 data. The data
collection provides a national census of public libraries and their
public library service outlets. It includes descriptive data for
each State and for each individual public library. The data are
collected entirely electronically, and the survey is designed &
coordinated by a Federal/State cooperative system. Data collected
allow analysis of such important variables as expenditure,
staffing, size of collection, and services, comparing among
libraries of similar size (as measured by population of legal
service area)...
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
