This collection
is approved with an understanding that DEA will resubmit, once it
finalizes its contract with RTI, the details of this "pilot" data
system. This will include information on how feasible the data
collection is (updating the 1995 feasibility study), how the
participating labs will be selected - - with attention to potential
biases that limit the usefulness of collected data, how will the
system monitor and ensure that the administrative procedures of
these various labs do not bias data collected at the national
level, a description of the data elements that will be collected
and how they will be reported, a timeline of how the "pilot" will
be implemented, and what consultations have occured with State and
local governments about the program -- particularly discussions
about costs of reporting and potential reimbursement by DEA for
"pilot" participants.
