Under RSFA, lessees defined as person
owning operating rights (primarily liable) and persons owning
record title (secondarily liable), are liable for their pro rata
share of payment obligations on Federal oil and gas onshore leases
and leases on the outer continental shelf (OCS). RSFA also provides
that a lessee may designate a person (designee) to make all or part
of the payments due under a lease on the lessee's behalf.
On behalf of this Federal agency, I certify that
